This is a meeting for all members interested in Health Issues, including, but not limited to:
General, Health Insurance, Reproductive Rights, and Gun Safety.

NOTES FROM HEALTH INTEREST GROUP, APRIL 17, 2023
Present: Christina Manthey, Mary Lonergan, Mary Blegen, Sue Stott, Bette Seeland.

1. Mary B. talked about gun laws introduced. Mostly trying to define "assault" weapons. Decided we need a culture change. Not sure what will pass.
2. Sue is working with Moms Demand Action and going to a demonstration. They make it easy to take action.
3. Looking ahead to 2024, need to harden our stance and plan for anti-abortion action. Engage in stopping their action to get something on the ballot. Sue questioned the ability of CO to economically support women seeking abortions in a liberal state. She will send her thoughts to Gloria to take to LWVCO Reproductive Justice TF. See below.
4. Need members on Health IG. National issues coming up. Bette will call interested new member.
5. Need less emails and to get members to website.
6. Next meeting: May 15, 4:30 PM.

NOTES FROM HEALTH INTEREST GROUP, MARCH 20, 2023

Present: Christina Manthey, Bette Seeland, Sandy Schuster, Mary Blegen, Gloria Kennedy, Sue Stott.

1. LAC to consider gun legislation Friday, March 24. Things moving fast and in groups. Possible call to action re: SB23-190. Sandy will let us know.
2. Mary, Sandy, Gloria, Christina and Sue are monitoring the LWVCO Gun Violence Prevention TF and/or the LWVCO Reproductive Justice TF. (Task Forces, TF, are state groups, Interest Groups, IG, are LWV Jeffco Groups). Bette is marginally monitoring Medicaid privatization action.)
3. Discussion melded into what we need to do to get more members involved. We need more members to commit to one or two Interest Groups (IG) willing to work on it.
4. Need to explain to members exactly what Interest Groups are and how they work.
a) how to join them
b) get commitment from them to attend at least on IG meeting.
c) as renewals come up get them to indicate one or two IGs they would be willing to try

Group will continue to meet as a coordinating group between LWVJeffco & LWVCO Reproductive Justice & Gun Violence Prevention Task Forces.

Gun Safety
Mary B, member of Health group, had an opportunity to chat with newly elected Jeffco Sheriff Reggie Marinelli, and Mary states, "At our [Health Interest Group] meeting on Thursday, a question arose about the new Jeffco Sheriff's (Marinelli) support of ERPO (Extreme Risk Protection Order). I saw her this morning at a townhall meeting and asked.  She very much supports that law and intends to carry out all court's orders confiscating firearms."

Mary B also shared some information on the bill that allows counties to restrict the discharge of firearms in unincorporated areas. The bill itself (as amended) is attached below.

Concerning the authority of a board of county commissioners to prohibit discharge of firearms in unincorporated areas of a county.

The proposal (as amended) grants to counties the ability to prohibit discharge of firearms when population density is 35 dwellings or more per square mile. It passed out of committee on a 9-4 party line vote and passed in the house without further amendment.

BILL SUMMARY

Under existing law, a board of county commissioners (board) may designate unincorporated areas of a county where it is unlawful to discharge firearms, except the board may not prohibit discharge of firearms in shooting galleries, on private grounds, or in residences under circumstances that do not endanger persons or property. A designated area must have an average population density of 100 persons or more per square mile.

The bill repeals the exception for private property, repeals the minimum population density requirement, and instead requires that the designated area have 30 dwellings or more per square mile. A board is not allowed to prohibit discharge of a firearm in a designated area by a peace officer, in an indoor shooting gallery located in a private residence, or at a shooting range.

Annette Cannon, Jeffco Coroner, LWVJeffco member, and Health IG member, shares important information on the drug overdose epidemic:

"I recently was offered an opportunity as the Jefferson County Coroner to participate in some Overdose Prevention videos.. A fellow board member on the RETAC (Regional Emergency and Trauma Advisory Council) had connected me with a person named Pamela Gould, MPH. Pamela is a Certified Prevention Specialist with Jeffco Public Health. She asked if I could record a few video clips from a coroner’s point of view regarding overdose prevention and to address overdose deaths in Jefferson County. Of course, I accepted, and she came to my office with her camera. There are some very important messages in the videos.
Two videos were created, and both were placed on two different websites. The videos are geared towards teens, but have valuable resources and information for adults also. May 10 has been declared as National Fentanyl Awareness Day! With that in mind, the videos were released to the public on that day.Please take a few moments to watch and then share them with everyone you know (children, grandchildren, neighbors, friends, groups, organization, etc.) They are not specific to Jeffco, so please share freely."
Please help me in my efforts to prevent overdoses and overdose deaths in Jefferson County.

Health IG Minutes 12/7/2022

The Health Interest Group will follow Gun Violence Prevention through the LWVCO Task Force.
- Check for information at LWVCO Gun Violence Prevention under "Advocacy."
- Check out the Blog for Gun Violence Prevention Blog at LWVCO under "About Us."
- Consider following/joining gun violence prevention advocacy organizations such as: Everytown/MomsDemandAction, BradyUnited, ColoradoCeasefire

The Health Interest Group will follow Reproductive Justice through the LWCCO Task Force.
- Reproductive Justice Newsletter
- We are planning to train members on how to present Reproductive Rights programs to other members and the public.
- Follow the interest in a Colorado Constitutional Amendment enshrining Reproductive Rights 

We will follow the work of the Jefferson County Task Force making plans for the use of drug settlement money.

The Group needs additional members to follow Universal Health Care (a possible 2023 ballot issue) and Medicare privatization.

Brief synopsis of the November 14, 2022 meeting:
a) Gun Violence Prevention: open carry locally; including gun safety as a public health issue, can work with LWVCO Gun Violence Prevention Task Force. b) Reproductive Justice: Work with LWVCO Task Force. c) Medical insurance: Single payer healthcare - possible ballot proposal; privatization of Medicare. d) Substance use/abuse: A Jefferson County Task Force is making plans for the use of drug settlement money. They are forming sub-committees now.
